In North Hungary, steering of the Regional Innovation System is shared among several regional organisations displayed in the following figure.

The Regional Development Council of North Hungary is the highest-level decision-making body in the region. It prepares the region’s financial plans and takes part in the allocation of various national and EU funds. Besides executing secretarial tasks for the Regional Development Council, the Regional Development Agency of North Hungary (NORDA) is the managing authority responsible for planning, and implementation of the Regional Operational Programme co-financed by the Structural Funds. The Regional Innovation Council is to assist the work of the Regional Development Council in decisions related to innovation. Furthermore, the Innovation Council acts as an expert body identifying priorities for the regional innovation agenda and controls the innovation process in the region. The Regional Innovation Agency (NORRIA) acts as the executive body of the Regional Innovation Council.

The organisations involved in the establishment of NORRIA, the Regional Innovation Agency also define the key elements of the Regional Innovation System, hence the Agency plays a central role in it.
